Instructions for the use of the FEFANA Mixture Classification Tool

Introduction

The FEFANA mixture classification system has been developed into an online tool based on an Excel worksheet. It is known as the FEFANA Feed Mixtures Classification Tool and enables а common understanding of the status of feed mixtures (e.g. preparations of feed additives, premixtures, compound feeds). It is based on definitions from the different feed regulations of the European Union and on the common practice and knowledge of the feed industry.

The tool depends on a group of criteria used for the classification of the feed mixtures. The online tool sets up a calculation which takes into account the different criteria in order to reach а final conclusion. As usual, with such a system, grey zones exist (at the border line between two categories).

This tool will nevertheless be of help to clarify the decision criteria for an operator who meets with the authorities. It will also help get harmonised views from the control authorities. Although all the best has been done to ensure compliance with regulations, the final decision on the classification lies with the feed business operators and FEFANA cannot be held responsible for any consequences due to the use of the online tool.

Description and steps to follow

The online tool includes a series of three different web pages/panes. The following pages or panes are available and need to be filled in to get the appropriate result:

  1. Product information
  2. Questions
  3. Calculation and result

In the first pane entitled ‘Target species’, select the specific animal species or category for which your product is intended.

In the ‘Product composition’ pane, you need to fill in the fields with information regarding the different ingredients contained in the mixture which you would like to classify. In the first part, you should list the feed additives with their identification number. In the second one, feed materials should be entered. You can either choose the additives and the feed materials in a list or by typing in the name. Both for additives and feed materials, please indicate the concentration (in %) in the mixture.

The following 'Questions' page invites users to provide additional information (criteria) by answering a series of questions on the product composition, characteristics, purpose, conditions of use, regulatory issue and manufacturing process. Some of the answers (marked in green) arе already automatically given on the basis of the product composition mentioned on the previous page. The other questions marked in blue need to be answered.

The next 'Results' page provides the final result after complete calculation.

How does it work?

The tool has been mainly organised and based on a limited number of straight and precise questions. They are familiar to businesses and authorities used to deal with such products. The tool calculates a score based on all answers provided. This score determines the classification of the feed. There is no hierarchy in the series of questions.

In order to answer most of the questions, information on the product(s) to be tested should be prepared in advance by the user of the feed mixtures classification tool. This information should include labels, product data sheets, brochures, internet information, etc. Anything that describes the product and the way it is used or promoted can be of help. After entering the composition to be evaluated (additives and feed materials on first page), the system will guide the user through several questions. Additional information is provided with each question. It will help the user answer appropriately. Most questions are to be answered either by ‘Yes’ or ‘No’. A few questions involve a choice through a selection list and others imply text input. Note that some of the inputs are considered as information to justify or consolidate answers given to preceding questions.

During the process, the calculation will go on. The tool offers possibilities to go back to the previous web page. The result can also be printed or saved.

Disclaimer

The FEFANA Mixture Classification Tool is intended to help the feed business operators and the authorities to have the same understanding of a given product. Moreover, it would help the operator document his/her decision on the way the substance shall be placed on the market in the European Union. However, FEFANA does not take any responsibility in the use of the mixture classification tool and in the further decision made by the operators. The placing of products and substances on the market stays under the sole responsibility of the operator.
